Noisy people at public libararies? ...?

hi. they can be downright rude and in ur face! like this one guy, came and had his MP3 player very load. and he has no coniceration. and among others. what to do? just tell about the noise. or try to ask them or what?! i am really nervous. and i feel i wll get get in more trouble with them. thanks.
