Why does bp meds not help if high blood pressure is caused by pain?

my blood presure is always high.The more severe my pain gets the higher my bp goes.My doctor said bp meds wll not help because pain is causing it.I have tried 2 different meds anyway because i am afraid of what its doing to my heart but they didnt help.Is there a reason why bp meds will not help me?
